Since you’re in Nigeria, permit me to advise properly on how to go about it.
First, Nigerian legal system cuts across two major branches Viz: Criminal law and the Civil law.
What you narrated falls under the civil law or tort. According to the combined provisions of Administration of Criminal Justice Act,(ACJA)2015 and the Police Act, 2020, they made it abundantly clear that the Nigerian Police Force(NPF) has no jurisdiction over civil matters just as yours. That means it was unlawful for the police to get you arrested in the first place. The NPF is NOT a debt recovery agency and any act deployed in order to recover debt is nullity. It only has as powers to protecting lives and property and investigation of crimes. The undertaken you signed off is inconsistent with the provisions of those extant laws I aforementioned, hence, the undertaken is to the extent of its inconsistency VOID. That undertaken for you to pay off the debt of 2million naira CANNOT be enforced before any competent law court. If you default in payment, you CANNOT be jailed for 18 months. That’s the height of illegality and rascality. Only a competent court has statutory powers to determine your guilt after fair hearing and commit you to a state penitentiary. So relax a bit, that undertaken is a mere academic exercise. Simply put, the undertaken you signed to pay the 2m or be committed to jail is incompetent,unlawful and unenforceable.
Your argument should be that you signed off on that undertaken because you were compelled against your wish. That you sought audience with a legal practitioner and was denied of such legal rights by the police men at the time. Therefore, you signed to free yourself from such intimidation knowing fully well that it can’t be legally used against you.
Even the person who gave you the 2m should be careful with the way he is harassing you with policemen, lest he can lose the money. Next time he arrests you, sue him for unlawful arrest and demand damages of 20m naira.
Since what you narrated falls under civil matter, the person should not approach the NPF rather, he should go to the court and file a suit before the SMALL CLAIMS COURT. It handles debt recovery of 5m and below. Upon appearance, as the respondent, you can boldly present your evidence that you actually sent the N2m to the person in China or N2m Yuan equivalent. Then, since the person in China is unreachable and in prison, that you’re intentional to pay back the N2m. However, you can choose to plead the court for a reasonable time to liquidate the debt. It is either you bring N100k every month for a duration of 20 consecutive months, or N200k for 10 consecutive months. You will draw the attention of the court that with the unfavorable and hard economy of Nigeria, you’ve a wife and kids that depends on you solely for their livelihood and also your aged parents to cater for. The court is meant for justice. Justice being a 3-way traffic tends to dispense justice for the complainant, the respondent and to the society. The court may uphold your prayer or tell you to be paying N250k for a spread of 8 consecutive months. It is left for you to know how to be raising the amount as the court pleases.
However, if this is you being dishonest and guilty of conversion, that is you converted the N2m to your personal use, that is under criminal law. It comes with heavy penalty. You will need the services of a lawyer to help you navigate through it. That 18 months may be a child’s play. It will be 3 years of 36 months. After serving time, you will have a label and stigma of being an EX-CONVICT for your kids to be ashamed of.
As you are soliciting for help here, 4 draws is you harming yourself the more. Last year, you promised to give N50k to anyone who can provide 4/4. About 7 persons dropped and all was RED! Last week, even the person who promised to deliver 3/3 gave the house 0/3 CANNOTS. You even dropped 8 games for permutations and it didn’t give even winning line. My advice is for you to build the money. Seek for double chance of 1X, X2, or 12. Perhaps, sure home or away wins. With 4 or 5 odds every week, you can use a month to raise N2m that is if you are intentional. I have been in your predicament before and I carefully did what I just advised you and saved myself from the impending embarrassment at the time.
